I'm going to have to say vikings. Vikings are always portrayed as tough, and some pirates could give the vikings a good fight, but other times pirates are just silly. Vikings are never silly.

Having been a viking, I would like to say my barbaric kin. I can understand some people siding with the pirates, though. They can fight dirty and catch the viking off-guard. And this is also assuming that the pirates don't have guns. Guns are cheap (and they take all of the fun out of a fight!). ship to ship?! or ground raids?! Either one, but I think the ship-to-ship sounds more fun.

you've got the quick and sturdy sailing ships of the pirates, so on the seas, the pirates will just ram the vikings, and be done with it. the few that manage to escape and climb aboard the pirate ship, would quickly be outnumbered and skewered with many swords.

I dunno... I think the Viking ships were pretty mobile. I'm thinking they could maneuver around the pirate ship, then board them with their mighty greataxes and greatswords and greatbeards. They might actually even be able to break through the hull of the pirate ship and sink them after sending three-quarters of their troup to fight the pirates (leave the other quarter to guard their ship).
